Somonauk Road Resurfacing (Conlin Avenue to High Street)

OBJECTIVE

The project aimed to resurface the Somonauk Street corridor in the City of Sycamore, including pavement improvements, sidewalk and curb replacements, and upgrades to meet ADA/PROWAG accessibility standards.

PROJECT DESCRIPTION

The Somonauk Street Resurfacing Project involved a comprehensive roadway rehabilitation, incorporating ADA-compliant curb ramp upgrades, targeted sidewalk and curb replacements, and driveway enhancements. HLR provided a full range of services, including design coordination, contract document preparation, bidding assistance, and construction observation.


Due to right-of-way (ROW) limitations and scheduling constraints, HLR developed an advanced sidewalk contract to complete ADA ramp improvements ahead of the federal aid contract. This strategic approach allowed ROW coordination to be handled locally, ensuring compliance while maintaining project momentum.


The project required coordination with multiple entities, including the Illinois Department of Transportation (IDOT). Given seasonal weather constraints and funding deadlines, preliminary engineering began in early fall 2023, with design completion in December 2023 for the March 2024 IDOT letting. Construction was successfully completed in late summer 2024.


HLR provided Phase III construction observation and resident engineering services, ensuring quality control and adherence to IDOT standards. Effective communication with residents in the city’s historic district was critical, minimizing disruptions and reducing inquiries to the city. Additionally, IDOT’s CMMS system was utilized for project documentation, pay estimates, authorizations, and material inspections. The project was completed on time and under budget.
