OBJECTIVE

McHenry County is responsible for maintaining over 130 bridge structures on County Highways and Township Roads, many of which are aging and in need of replacement or rehabilitation. With more than a quarter of township structures having a sufficiency rating below 50, multiple projects must be advanced simultaneously, placing significant demand on County staff resources. To support program delivery, the County utilizes in-house consultant services for project management and coordination.

PROJECT DESCRIPTION

HLR provided in-house project management, coordination, and engineering review services to support McHenry County’s bridge and capital improvement programs. HLR served as an extension of County staff, managing between five and ten bridge projects concurrently at various stages of development for both County and Township structures.

Responsibilities included coordinating reviews between County staff and consultant teams, assigning and tracking submittals, maintaining project records, and performing discipline-specific quality control reviews. HLR also supported project initiation and scoping efforts, including development of solicitation documents for new bridge projects.

Additional services included plan and permit review, supplemental engineering and environmental support, coordination with local officials and permitting agencies, and serving as a liaison between Phase I and Phase II engineering teams. This support enhanced the County’s ability to efficiently deliver bridge projects and advance its capital improvement program.
