Randy serves on HLR’s executive leadership team as a Senior Vice President, Corporate Secretary, and Municipal Manager. Since joining the firm in 1999 as a summer intern, he has advanced through the organization to become a member of the executive leadership team, bringing decades of technical expertise, client service, and leadership experience to the firm.

Throughout his career, Randy has worked on a wide range of civil engineering projects, developing particular expertise in roadway design, stormwater management, and municipal infrastructure improvements. He is responsible for managing municipal engineering services and helping clients address complex safety, congestion, environmental, and economic challenges. Randy also oversees HLR’s building review and building inspection services, ensuring projects meet regulatory requirements while supporting the needs of municipalities, developers, and the communities they serve.

Beyond his technical responsibilities, Randy is passionate about mentoring and developing future leaders within the organization. He takes pride in guiding and challenging HLR’s young professionals through daily collaboration, training, and ongoing professional development. His commitment to employee growth reflects his belief that investing in people is essential to the continued success of both HLR and the engineering profession.
