Director of Structural Engineering

Jerry is HLR's Director of Structural Engineering, bringing more than two decades of experience in structural engineering, public infrastructure, and capital project delivery. A licensed Professional Engineer, Structural Engineer, Certified Floodplain Manager, and Board-Certified Water Resources Engineer (BC.WRE), Jerry has built a career leading the planning, design, inspection, and rehabilitation of critical transportation and civic infrastructure throughout Illinois.

Before joining HLR, Jerry served in leadership roles with the Illinois Capital Development Board (CDB), the Illinois Department of Transportation (IDOT), and the Illinois Department of Natural Resources (IDNR). Having spent much of his career on the owner side, he understands firsthand the challenges public agencies face—from permitting and regulatory coordination to funding, asset management, and long-term infrastructure planning. Today, he brings that perspective to HLR, helping municipalities, counties, and transportation agencies navigate complex structural and regulatory challenges with practical, informed guidance.

As Director of Structural Engineering, Jerry leads HLR's structural practice, overseeing the planning, design, evaluation, and rehabilitation of transportation and civic infrastructure. He is recognized for fostering collaboration across disciplines, mentoring technical staff, and delivering resilient, practical, and cost-effective solutions that balance long-term performance with the needs of the communities they serve.

Jerry is passionate about helping communities preserve and improve the infrastructure they depend on every day. By combining technical expertise with decades of public-sector leadership, he delivers practical engineering solutions that help clients make informed decisions, maximize the value of their infrastructure investments, and build resilient communities for the future.
