City of Woodstock


OBJECTIVE

The existing five-legged intersection was a source of traffic delays and safety concerns for Woodstock. The City desired a roundabout intersection that would improve conditions and be an entryway into the historic downtown square.

PROJECT DESCRIPTION

The City of Woodstock contracted Hampton, Lenzini and Renwick, Inc. (HLR) to develop plans and specifications for a roundabout at an existing 5-legged intersection. STP funding will cover construction and observation, while local funding will be used for design and land acquisition. Since federal funding was involved in construction, coordination with IDOT and adherence to necessary forms and CMMS procedures were followed.


HLR staff conducted topographic surveys, including manhole inspection, tree survey, and right-of-way investigations. Phase I focused on refining roundabout geometry, environmental and public coordination, in compliance with federal funding requirements.


Phase II design services began after obtaining geometric concurrence from IDOT. This phase encompassed pavement design, roadway plan and profiles, water and storm sewer relocation, ADA sidewalk layout, pavement marking, signing, lighting, soil erosion and sediment control, and utility coordination.


The lighting design, serving as an aesthetic entryway to the historic downtown square, featured LED poles matching those in the downtown area and meeting non-proprietary material requirements set by IDOT. Photometric and voltage drop calculations were conducted to ensure appropriate lighting, wiring, and controller design.


During construction, HLR staff performed inspection, contract management, and aided in topographic surveys. Phase III involved replacing a 72" diameter storm sewer, roadway drainage system, public water and sanitary sewer mains, and coordinating non-special waste disposal and utility relocation.


The new roundabout roadway replaced the old HMA paved intersection with new PCC jointed pavement, including dyed/stamped PCC pavement at the roundabout center. Additional features included full-depth HMA pavement, new PCC driveways, curb and gutter replacement, concrete medians, ADA crosswalks, pavement marking, street signage, decorative street and pedestrian lighting, a retaining wall, and landscape restoration. Despite challenges, the project team efficiently managed utility relocation and successfully opened the roadway ahead of schedule in late fall of 2022.


Land acquisition services began in 2017, involving approximately 6 parcels requiring right-of-way and easements for construction purposes.
