CONSTRUCTION ENGINEERING

After time and effort is invested into both preliminary and design engineering, it’s important to have an experienced construction engineering team that will ensure your vision is built right.

Our resident engineers and technicians are cross-trained in design, perform constructability reviews, and have environmental inspection, erosion control, and materials knowledge. We have diverse experience on municipal rehabilitation programs, intersection and roadway improvements, complex utility installations, large- and small-scale bridge construction, traffic signals and interconnect, and stormwater/sustainability upgrades. In addition, our field representatives are ADA/PROWAG-proficient.


We understand that construction is a complex process comprised of many details and coordination issues. We implement a C3 approach to successfully deliver projects which includes constant focus on communication, constructability, and closing. Ultimately, our goal is to work as an advocate for our clients’ interests and be the “last line of defense” against quality and construction issues.

  • CONSTRUCTION OBSERVATION

    HLR provides full-time, on-site resident engineering and observation services to verify that the improvements are constructed, recorded, and quantified in accordance with applicable standards, municipal requirements, engineering plans, and construction documents.

  • PROGRAM MANAGEMENT

    Inspector Daily Reports and weekly status updates are maintained throughout the duration of construction. All documentation is prepared by staff that is properly trained. If change orders are necessary, we always look for solutions that do not significantly increase the cost of the improvement or negatively affect the quality of work. Pay estimates are also prepared on a regular basis that only include items that have been measured, thoroughly checked, and have “passing” material inspections.

  • PUBLIC INVOLVEMENT / COORDINATION

    Our staff makes information distribution a priority on all of our projects. This commitment keeps the public informed of upcoming construction activities, lane and parking closures, and safety concerns. We work closely with our clients to produce flyers, e-blasts, website updates, and social media posts (as desired) to relay project information in a clear, concise manner without “engineering” terminology, which can be confusing to the general public. In addition, our assigned resident engineers regularly host open-house kick-off meetings and perform door-to-door introductions.

  • ADA / PROWAG COMPLIANCE

    The construction of compliant ramps/pathways should only be undertaken by an experienced construction engineering team that can guide the contractor towards building them correctly the first time. Otherwise, rework, corrections, or removal/replacement will be required, possibly causing delays to the project and cost disputes. Our engineers have become a trusted source in the industry and lead yearly seminars for our clients regarding ADA/PROWAG compliance.

  • CONSTRUCTION LAYOUT / VERIFICATION

    Our construction layout technicians are the last line of defense against plan errors. Identifying inconsistencies early on in the process helps save you time and money. HLR’s survey crews and construction engineers are experienced in providing layout and verification services. We take pride in finding solutions to plan issues that will not delay construction.

  • UTILITY CONFLICT RESOLUTION

    Almost all improvements have public and/or private utilities within the project limits. HLR regularly handles oversight and management of the adjustment process early on by contacting affected agencies and inviting them to the pre-construction and weekly meetings. This helps facilitate operation coordination and scheduling to prevent contractor schedule delays.

  • EROSION AND SEDIMENT CONTROL

    Protection of the environment is more important and regulated than ever. Each member of our construction team is certified in erosion and sediment control. Best management practices are monitored throughout construction, especially during bridge demolition, stockpiling, instream riprap work, and dewatering. If the scope of work disturbs more than one acre of land, our team ensures NPDES compliance and completes the necessary Notice of Intent (NOI), Incident of Non-Compliance (ION), and Notice of Termination (NOT) documentation.

  • NEIGHBORHOOD RENEWAL PROGRAMS

    Many of our clients administer Motor Fuel Tax (MFT) and/or municipal-funded maintenance programs. These typically include asphalt resurfacing, accessibility improvements, driveway replacement, minor utility upgrades, and neighborhood/resident coordination. HLR has specialized in this type of construction since we opened our doors in 1965. It allows our experienced construction engineers to work directly with community members to improve the daily lives of residents.

  • BRIDGE RECONSTRUCTION

    From small, single-span bridges over creeks to large, multi-span highway bridges – our team has experience on them all. We have also worked on rehabilitation efforts that include hydro-demolition and wearing surface modifications which can save time and money, prolonging the life expectancy of existing structures. We understand that proper demolition and safety procedures are vital aspects of bridge projects and must be monitored at all times.

  • ROADWAY, UTILITIES, TRAFFIC SIGNALS / INTERCONNECT

    HLR regularly works on highway, intersection, alley, and roadway infrastructure projects that can include a wide variety of improvements including asphalt resurfacing/paving, PCC pavement reconstruction, neighborhood traffic calming and speed humps, sidewalk and accessibility upgrades, existing facilities transition/drainage issue avoidance, underground utility construction (water, storm, sanitary), and pavement markings. We also help oversee construction of traffic signals and interconnect projects which provide safer routes for the motoring public.
