Randal G. Newkirk, PE, CFM, CWS

Corporate Secretary

Randy serves as Corporate Secretary and is HLR’s Design Engineering Manager. He has been with the company since 1999. He began as a summer intern and progressed to his current position as a company officer.

Randy has worked on a wide range of civil engineering projects, developing particular expertise in roadway design and stormwater management. His responsibilities involve solving safety and congestion, as well as environmental and economic issues for municipal, county, and state clients.

Randy prides himself on guiding and challenging HLR’s young employees. This commitment is reinforced by his daily interactions with his staff, regular training of others, and desire to develop talented engineers who can someday lead HLR.
