LAFO Roadway Improvement Projects
The City of Elmhurst received federal STP funding for Local Agency Functional Overlay (LAFO) roadway improvement projects and contracted with Hampton, Lenzini and Renwick, Inc. (HLR) for our design and construction engineering services.
HLR evaluated the offset intersection of Poplar Avenue and Vallette Street to possible improvements that could make the intersection safer. HLR provided new pavement striping and signage to reduce confusion for motorists approaching the intersection.
The project along Spring Road has numerous commercial businesses that needed to remain open throughout construction. The site is also near York Community High School and since school transportation uses the roadway for busing, starting hours were delayed when school was in session so that students were not late.
The LAFO projects consisted of surveys where needed, plan preparation, drainage structure replacement/rehabilitation, curb replacement where needed, and ADA sidewalk improvements. HLR prepared the plans and bid documents in accordance with IDOT requirements and delivered the project on the scheduled letting date.
