Annual MFT Street Program
Since 2017 Hampton, Lenzini and Renwick, Inc. (HLR) has been helping the City affordably maintain their streets with their annual Motor Fuel Tax (MFT) street improvement program.
Similar to many Illinois municipalities, the City of Sandwich had performed mill and fill operations replacing only the minimal top ~2 inches of asphalt. In recent years they realized that this method was not the most efficient approach to fix underlying pavement failures. In the first year, HLR performed an informal evaluation of the roadway with City staff and provided several maintenance alternates such as HMA resurfacing only where applicable, full depth reconstruction, and 15-inch depth reclamation with and without additives.
The improvements included roadway resurfacing, reconstruction, full depth reclamation, sidewalk, curb and gutter, ADA/PROWAF upgrades, drainage structure adjustments, and roadside ditch improvements.
