HLR-Led St. Francisville Wabash Cannonball Overflow Bridge Replacement Earns 2026 ACEC-Illinois Engineering Excellence Award

Hampton, Lenzini and Renwick, Inc. (HLR), in partnership with the City of St. Francisville, is proud to announce that the Wabash Cannonball Overflow Bridge Replacement has received a 2026 Engineering Excellence Special Achievement Award from the American Council of Engineering Companies of Illinois (ACEC-Illinois) .

This recognition honors projects that demonstrate exceptional engineering achievement, innovation, and public benefit, and the Wabash Cannonball Overflow Bridge Replacement stands as a powerful example of how thoughtful design can strengthen infrastructure while protecting sensitive natural environments.

Replacing a Critical Lifeline

The original bridge, a 1,100-foot timber trestle converted decades ago from a former railroad structure, had reached the end of its service life. Its narrow, one-lane configuration and severe deterioration posed growing safety risks and maintenance challenges for the City. As a vital connector between Illinois and Indiana across the Wabash River floodplain, the bridge plays a critical role in emergency response, commerce, and daily travel for residents and businesses.

Recognizing the importance of this crossing, the City partnered with HLR to deliver a long-term solution that balanced structural performance, environmental stewardship, and community needs.

Innovative Design in a Sensitive Environment

HLR designed a new 1,030-foot precast concrete girder bridge constructed parallel to the existing structure and built in two stages to maintain traffic throughout construction. The new bridge features longer spans and fewer piers, reducing scour risk, debris accumulation, and long-term maintenance demands, key advantages in a dynamic floodplain environment.

Precast concrete girders were selected over steel to provide greater durability, corrosion resistance, and life-cycle cost savings for the City, ensuring the bridge will serve the region reliably for generations.

Environmental Stewardship as a Core Design Element

Environmental coordination was central to the project’s success. Fourteen wetlands were identified within the project area, with impacts minimized to less than half an acre. When no wetland mitigation bank credits were available in the watershed, HLR developed a 5-acre forested mitigation wetland on City-owned land nearby, transforming a regulatory challenge into a lasting environmental asset.

The project also required careful protection of threatened species, including the state-endangered bloodleaf and the eastern ribbon snake. Close coordination with the Illinois Department of Natural Resources, U.S. Army Corps of Engineers, and other agencies ensured full compliance while preserving sensitive habitats.

Engineering Ingenuity from Start to Finish

Tight environmental constraints and limited site access required creative construction solutions. Concrete piers were placed using the existing bridge as a work platform, minimizing disturbance to surrounding wetlands while maintaining continuous traffic. Despite complex permitting and pandemic-era agency coordination challenges, the project was completed on time and within budget.

The ACEC-Illinois Special Achievement Award recognizes the Wabash Cannonball Overflow Bridge Replacement as a project that goes beyond structural design, demonstrating how engineering can connect communities, protect natural resources, and deliver lasting public value.

Elk Grove Business Park Drainage Management Project Earns Three 2026 Industry Awards

(HLR), in partnership with the Village of Elk Grove Village, is proud to announce that the Elk Grove Business Park Drainage Management project has earned three industry awards in 2026 , recognizing its innovative approach to public works management, environmental restoration, and stakeholder engagement.

The project received three major 2026 awards: the Engineering Excellence Special Achievement Award from the American Council of Engineering Companies of Illinois (ACEC-Illinois) , and two Public Works Project of the Year Awards in the Management Innovation category from the American Public Works Association (APWA) Chicago Metro Chapter , recognized by both the Suburban Branch and at the chapter level.

Reimagining Drainage Management at an Unprecedented Scale

Elk Grove Village is home to one of the nation’s largest contiguous business and technology parks, serving more than 5,600 businesses and over 100,000 daily commuters. Maintaining the park’s 30 miles of open-channel drainage ditches, many located on private property, has long posed logistical, environmental, and communication challenges.

When the Village partnered with HLR in 2024 to relaunch the drainage management program, the goal extended beyond infrastructure maintenance. The mission was clear: deliver effective stormwater management while building trust with hundreds of adjacent businesses, without disrupting daily operations.

Engineering Transparency Through Innovation

HLR responded by designing a first-of-its-kind, GIS-based public engagement and management platform. Using ArcGIS Pro, ArcGIS Field Maps, and customized ArcGIS Dashboards, the team created a real-time digital ecosystem connecting Village staff, contractors, and the business community through a single, transparent source of information.

Three tailored dashboards, serving Village staff, contractors, and businesses, allowed users to track work locations, view progress, receive updates, and submit concerns in real time. This innovative approach transformed routine maintenance data into a powerful communication tool, replacing years of fragmented outreach with clarity, responsiveness, and accountability.

Delivering Results Without Disruption

The program delivered measurable results. During the 2024 season, crews completed four invasive species herbicide treatments across the entire system, totaling approximately 120 miles of maintenance activity. More than seven miles of ditches underwent woody vegetation removal, followed by the installation of 2,650 pounds of native seed to improve drainage performance, stabilize soils, and enhance ecological resilience.

Equally important, the project was complet ed on time and within budget, with no reported business shutdowns or operational delays; a critical success factor within one of the country’s busiest industrial corridors.

A Model for the Future of Public Works

The dual recognition from ACEC-Illinois and APWA highlights the project’s success in redefining how complex public works programs are managed and communicated. By engineering transparency alongside infrastructure, HLR and the Village of Elk Grove Village set a new standard for stormwater management, public engagement, and municipal partnership.

As the program continues throug h 2026, the Elk Grove Business Park Drainage Management project stands as a replicable model for municipalities nationwide, demonstrating that in novation, environmental stewardship, and trust-building can work hand in hand.

Sparking Curiosity: HLR Inspires Future Engineers at the U-46 Explore Event

Hampton, Lenzini and Renwick, Inc. (HLR) was proud to once again take part in the School District U-46 Explore event at NOW Arena in Hoffman Estates on October 1–2. This annual career and curriculum expo gives students an early look at a wide range of professions—from engineering and manufacturing to healthcare, information technology, business, and more—and our team was thrilled to help bring those possibilities to life.

Hosted by School District U-46 in partnership with the Alignment Collaborative for Education , the Explore event welcomes more than 2,500 eighth-grade students from eight local middle schools. Through interactive exhibits and demonstrations, students get hands-on exposure to career pathways that match their interests and skills. The Alignment Collaborative, a local nonprofit, plays a key role in connecting community partners and supporting the district’s educational initiatives.

Before attending, students use SchooLinks—a digital college and career planning platform—to identify the pathways that align with their personal strengths. With guidance from counselors, they select specific areas to focus on during the event, ensuring each student’s experience is both intentional and engaging.

Representing the Manufacturing, Engineering, Technology, and Trades pathway, HLR joined more than 60 local businesses, industries, government agencies, and nonprofits. Our booth featured a crowd favorite—the augmented reality (AR) sandbox. This interactive 3D tool lets students shape and mold the sand to create their own topographic maps, which are instantly projected in vivid color. When they simulate rainfall, they can watch how water flows through the elevations they’ve built—making concepts like mapping, topography, and watershed behavior come alive.

The HLR team had a great time sharing our passion for engineering and connecting with students, parents, and U-46 staff throughout the event. We’re grateful for opportunities like Explore that help young minds see how creativity, technology, and problem-solving come together in engineering—and we look forward to inspiring even more future engineers in the years to come.

Congratulations Addison Ridgely - HLR's 2025 Scholarship Recipient

We are proud to recognize Addison Ridgely , daughter of Vice President Austin Ridgely , as the recipient of this year’s HLR Scholarship!

Addison recently graduate d from Richland County High School with outstanding achievements. She earned the distinction of valedictorian, was named an Illinois State Scholar, and received the College Board National Rural & Small Town Award. Throughout all four years, she maintained the highest academic honors, a testament to her dedication and hard work.

In addition to her academic excellence, Addison was deeply involved in extracurricular activities. She participated in ILMEA, Tri-M, Scholar Bowl, and student council, while also sharing her musical talents through marching band, pep band, jazz band, and honors wind ensemble. Outside of school, she demonstrated her versatility by competing in taekwondo and on the swim team. Her wide range of hobbies includes 3D modeling and printing, sewing, reading, cooking, botany, and snow skiing.

This fall, Addison will take the next step in her academic journey by pursuing a degree in biomedical engineering at Rose-Hulman Institute of Technology in Terre Haute, Indiana.

Reflecting on this milestone, Addison shared:
“I am very thankful for the role modeling I have received and feel blessed that my family has encouraged me to work hard, have fun, and give back. There is no doubt these words will live within me for the rest of my life and for that I am thankful.”

We’re excited to share that HLR’s own Nick Halan, PE, PTOE, Project Engineer, has been named a 2025 Rising Star in the AEC Industry by Zweig Group —a national recognition that celebrates emerging leaders who are making a lasting impact in the architecture, engineering, and construction industry.

This award honors professionals who demonstrate exceptional technical expertise, leadership, community involvement, and a forward-thinking approach to the future of our industry—and Nick checks all those boxes and more.

At HLR, Nick leads with innovation and purpose. His work spans traffic studies, signal design, and Signal Coordination and Timing (SCAT) plans, as well as advancing our Intelligent Transportation System (ITS) design capabilities. He’s also been instrumental in sustainability efforts at HLR, including the implementation of an EV charging station and solar panels at our former headquarters—now home to our survey and environmental garage/office—initiatives that helped HLR earn a 2024 Engineering Excellence Award from the American Council of Engineering Companies of Illinois.

Serving Up Smiles: HLR Roadrunners Return for R-Games for Chair-ity

The HLR Roadrunners were back in action on April 10, taking part in the 14th Annual R-Games for Chair-ity hosted by Rieke Interiors at their Elgin headquarters.

This spirited event transforms traditional volleyball into a seated showdown, all in support of a great cause— Easterseals DuPage & Fox Valley’s Positioning and Mobility Clinic . The clinic plays a critical role in helping children with disabilities gain greater independence through customized mobility solutions and adaptive equipment.

The games were filled with energy, teamwork, and more than a few impressive chair maneuvers. While the trophy slipped through our fingers this time, the real win was contributing to a mission that changes lives.

Airport Road Detention Basin Retrofit Earns APWA Fox Valley Branch 2025 Public Works Project of the Year Award

Hampton, Lenzini, and Renwick, Inc. (HLR) is proud to announce that the City of Elgin's Airport Road Detention Basin Retrofit project has been recognized with a 2025 Public Works Project of the Year Award by the American Public Works Association (APWA) Fox Valley Branch. This award celebrates excellence in the management, administration, and implementation of public works projects by recognizing the alliance between the managing agency, the engineer, and the contractor who work together to complete public works projects.

The project, completed in partnership with the City of Elgin and contractor Martam Construction, Inc., transformed an outdated, concrete-lined detention basin into a naturalized stormwater facility that enhances water quality and supports ecological health.

Innovative Green Infrastructure

Historically, untreated stormwater runoff from the basin could carry pollutants directly into the Fox River, contributing to water quality challenges. The retrofit replaced the concrete channel with a meandering flow path and native vegetation designed to slow water flow, filter pollutants, and provide habitat for local wildlife. Additional features, such as sedimentation zones and a plunge pool, further optimize pollutant capture and water quality.

Sustainability and Climate Resilience

The project introduced over 60 species of drought- and flood-resistant native plants, creating a resilient ecosystem capable of withstanding extreme weather conditions and minimizing long-term maintenance. These improvements align with the City of Elgin’s Municipal Separate Storm Sewer System (MS4) permit goals, demonstrating a forward-thinking approach to sustainable stormwater management.

Collaboration, Success, and Community Benefits

HLR worked closely with the City of Elgin and Martam Construction, Inc. to design, permit, and construct the retrofit. Rigorous planning and commitment to sustainability ensured the project’s success. The reconstructed basin has become a valuable asset for the local community, offering enhanced aesthetics, opportunities for wildlife observation, and the beauty of dynamic seasonal changes in the plant communities. Adjacent stakeholders have praised the project for its environmental stewardship, particularly with the removal of dense brush that previously limited visibility.

The Airport Road Detention Basin Retrofit showcases how public works projects can address immediate environmental needs while preparing for future climate challenges. HLR is honored to have collaborated with the City of Elgin to deliver a solution that improves the detention basin, supports biodiversity, and benefits the community for years to come.

The award will be officially presented during the 2025 Fox Valley Branch Awards Luncheon on Tuesday, February 11, 2025, at the Bartlett Hills Golf Club & Banquets in Bartlett, IL.

We are thrilled to announce that the City of Elgin and Hampton, Lenzini and Renwick, Inc. (HLR) have been recognized with an ACEC Illinois 2025 Engineering Excellence Special Achievement Award for the DuPage Court Revitalization project. This prestigious award celebrates the innovative engineering solutions and collaborative efforts that transformed a vital community hub in Downtown Elgin.

Revitalizing the Heart of Downtown Elgin

DuPage Court, nestled between Spring Street and Douglas Avenue, has long been a central gathering place for live performances, seasonal events, and local businesses. However, its outdated infrastructure and limited functionality posed challenges to realizing its full potential. Guided by the City of Elgin’s vision for a vibrant and multifunctional public space, the revitalization project has turned DuPage Court into a dynamic and inviting area designed to serve the community for generations to come.

The revitalization includes a host of upgrades:

Aesthetic Enhancements: A striking gateway arch, sculptures, upgraded pavers, canopies, and artist-designed manhole covers contribute to a welcoming and unique environment.
Functional Improvements: Movable tables, chairs, and benches provide flexibility for various events and everyday use. Expanded electrical capacity supports large-scale performances and vendors without the need for noisy generators.
Infrastructure Upgrades: New water, sewer, and sanitary lines ensure improved utility reliability and safety, addressing long-term community needs.

Engineering Excellence in Action

HLR played a pivotal role throughout the project, transitioning from subconsultant during the design phase to prime consultant during construction. Our contributions included critical site civil utility designs, topographic and land surveys, and overseeing construction observation services to ensure seamless implementation. Using innovative tools like a tablet app for dynamic plan updates, we effectively managed challenges, including unknown underground utilities and historic site complexities.

The project also stood out for its emphasis on community engagement. A design competition for artist-rendered manhole covers brought local creativity to the forefront, adding a personal touch to the revitalized space. Feedback from local businesses and residents further shaped the project’s goals, ensuring the final design met the community’s aspirations.

A Vibrant Hub for Community and Growth
Since its completion, DuPage Court has been embraced by the community as a hub for social, cultural, and economic activity. Local businesses will utilize the space for outdoor dining and events during the warmer months, while residents will have access to a safe, well-lit, and versatile area for gatherings year-round. By complementing nearby riverfront developments, such as the Promenade and Festival Park, the project has elevated the appeal and unity of Downtown Elgin.

The DuPage Court Revitalization project exemplifies what can be achieved through collaboration, innovative engineering, and a commitment to community-focused design. We at HLR are honored to have contributed to this transformative project in our hometown and to be recognized alongside the City of Elgin for achieving engineering excellence.

Inspiring Future Engineers: HLR Engages Students at School District U-46 Explore Event with Hands-On Learning

Hampton, Lenzini and Renwick, Inc. (HLR) had an incredible time participating in the School District U-46 Explore event at NOW Arena in Hoffman Estates on September 25-26. We were thrilled to take part in this event, designed to give students the opportunity to explore various career paths and technical fields, including engineering, science, and surveying.

Explore is an annual curriculum and career expo organized by School District U-46 in partnership with the Alignment Collaborative for Education . This event offers over 2,500 eighth graders from eight local middle schools a unique opportunity to explore various career paths and technical fields. The Alignment Collaborative, a local nonprofit, brings together community resources to support District U-46’s educational initiatives.

The event kicked off with a Family Showcase on Wednesday, September 25, followed by a full day of exploration for students on Thursday, September 26. Prior to Explore, students used SchooLinks, a digital college and career planning system, to identify the career clusters that aligned with their interests and aptitudes. With this information, students worked with school counselors to choose which career pathways to explore at the event.

HLR was proud to represent the Manufacturing, Engineering, Technology, and Trades pathway. Alongside 40+ local businesses, industries, government agencies, and nonprofits, we set up an interactive exhibit designed to give students a hands-on introduction to what we do.

Our exhibit featured an augmented reality sandbox—a 3D, interactive tool that helps students understand concepts like mapping, topography, and watersheds. By shaping the sand in the box, students could see a real-time color-coded topographic map appear, and they could even simulate a rain event to see how water would flow based on the elevations they created. It was an engaging, visual way to teach important engineering concepts in a fun, accessible format.

The HLR team truly enjoyed connecting with students, parents, and U-46 staff throughout the event. We’re excited to continue supporting Explore and other opportunities to inspire the next generation of engineers, scientists, and surveyors.

Congratulations Michael Rolla III - HLR's 2024 Scholarship Winner

Congratulations to Michael Rolla III, son of Springfield Project Manager Michael Rolla, on being awarded this year's HLR Scholarship!

Michael is currently a senior at Southern Illinois University Carbondale (SIUC), where he is pursuing a degree in civil engineering with a specialization in structural engineering. His academic journey has been marked by exceptional achievement, consistently earning him a place on the Dean's List.

Beyond his academic success, Michael is deeply committed to his community. He regularly volunteers and has gained valuable hands-on experience as an engineering intern. Balancing part-time work during the school year with full-time internships over the summer, Michael exemplifies dedication and hard work.

Looking ahead, Michael plans to further his education by pursuing a master's degree in structural engineering at SIUC, solidifying his foundation in this critical field.

Michael shared his thoughts prior to receiving the HLR Scholarship: "This scholarship would be an investment in my future, allowing me to, like HLR, continue to work hard, have fun, and give back. It will enable me to excel academically, enjoy my time, and make meaningful contributions to civil engineering and my community."

Local High School Students Dive into Civil Engineering and Surveying with One-Week Internship at HLR

Hampton, Lenzini, and Renwick, Inc. (HLR) recently welcomed a group of twelve local high school students for a week-long internship. During this program, the students explored various departments within the company and gained practical, hands-on experience in the field.

This immersive internship offered students invaluable insights into many aspects of civil engineering and provided a preview of the potential rewards of a career in this field. Topics covered included traffic engineering, materials testing, CAD/corridor modeling, Geographic Information Systems (GIS), water/wastewater engineering, design engineering, construction engineering, environmental engineering, structural engineering, and land surveying.

The internships were organized through a collaboration between the Alignment Collaborative for Education and leaders from School Districts U-46, 300, and 301. Alignment is a collective impact organization comprising business and community leaders working alongside U-46 to support district priorities. One of Alignment's key initiatives, the "A-Team" committee, is dedicated to promoting college and career pathways for all U-46 high school students, aiming to create a qualified workforce that is eager to live and work in their local communities.

Reflecting on his experience, intern Yandel G. said, "It was an awesome week with HLR, followed by another week at Judson, including visits to Risepointe and Anguleris. Both weeks helped align my goals with what I learned and envision for my future."

Each summer, students can engage in internships provided by Alignment's business and community partners, making these valuable experiences possible. The HLR Roadrunners made an enthusiastic return to the court on June 6th, participating in the Rieke Interiors 13th Annual R-Games for Chair-ity.

This unique event features chair volleyball at the Rieke Interiors headquarters in Elgin, IL, bringing teams together to support Easterseals DuPage & Fox Valley’s Positioning and Mobility Clinic . The clinic's essential work in customizing wheelchairs and adapting equipment empowers children with disabilities to live more independent lives.

The competition was fierce, with numerous volleys, expert chair maneuvers, and strategic plays. Though we didn’t take home the trophy (six brand-new Eurotech office chairs), the camaraderie and joy of supporting such a meaningful cause made every moment worthwhile.

Unlocking the Future of Surveying: SIUE's Groundbreaking New Program

Southern Illinois University Edwardsville (SIUE) addresses the critical shortage of land surveyors in Illinois and beyond with its new Surveying and Geomatics bachelor's degree program.

In civil engineering and various infrastructure development industries, land surveyors play an important role in guiding projects forward. However, despite their vital contribution, there is a shortage of land surveyors across Illinois and the wider United States.

Approved by the Illinois Board of Higher Education in 2023, Southern Illinois University Edwardsville (SIUE) introduced the new Surveying and Geomatics (BS) bachelor’s degree program with support from industry partners and leaders. This program is the only one of its kind within a 400-mile radius of St. Louis, MO.

Driving the development of this program is the increased demand for skilled surveyors. The U.S. Bureau of Labor Statistics projects a 5% growth trajectory through 2032, translating to a need for over 2,300 proficient professionals over the next decade.

What sets SIUE’s program apart is its comprehensive approach, a cross-campus collaboration with the Department of Geography, graduating "super surveyors" adept in both 2D and 3D spaces.

Graduates of the program can pursue careers as Professional Land Surveyors, Drone Pilots/Aerial Mappers, Hydrology Surveyors, Urban Planners/Business Owners, and GIS Specialists/Geospatial Analysts, or Cartographers.

On February 19, employees from HLR's Elgin, Crystal Lake, Springfield, and Mt. Carmel offices gathered at the I Hotel and Illinois Conference Center in Champaign, IL for a day of learning, fun, giving back, and celebration.

Since 2018, Hampton, Lenzini, and Renwick, Inc. (HLR) has hosted its annual All-Employee Meeting, bringing together employees from all its offices to celebrate the previous year’s achievements, plan for future success, have fun, and give back. "While our entire team works together across all offices, it’s rare that we are all together in the same place at the same time. It’s nice to put names to faces and enjoy each other's company," said one employee.

After morning remarks from President and CEO Jeni Lyon, and presentations from employees and guests, the team completed a service project benefiting an organization called Enchanted Makeovers, specifically the Capes for Kids program. Enchanted Makeovers transforms long-term shelters for women and children into places of peace and possibility through their six core programs. According to Enchanted Makeovers, Capes for Kids is a simple yet life-changing program that has gone viral and is now being replicated worldwide. All capes created by the HLR team will be donated to Enchanted Makeovers to distribute to kids in shelters that they support. HLR Inspires Future Engineers: U-46 Students Discover the World of Civil Engineering

Hampton, Lenzini and Renwick, Inc. (HLR) took an enthusiastic role in the School District U-46 Explore event at NOW Arena in Hoffman Estates on October 4-5, aiming to ignite the passion of the upcoming generation in the fields of engineering, science, and surveying.

Explore is the District's annual curriculum and career exposition, organized in collaboration with the Alignment Collaborative for Education , which offers over 2,500 eighth-graders a distinctive opportunity to delve into various career paths and technical disciplines. Alignment is a local non-profit organization that unites community resources and initiatives to bolster District U-46's educational priorities.

The event commenced with a Parent Showcase on Wednesday, October 4, followed by the student event on Thursday, October 5. Before the Explore event, students utilized SchooLinks, a digital college and career planning system, to discover which career clusters resonated with their current interests and aptitudes. Armed with insights from SchooLinks, students collaborated with school counselors to select the career categories they wished to explore further during the event.

HLR featured prominently in the Manufacturing, Engineering, Technology, and Trades pathway. Among the 40+ local businesses, industries, governmental organizations, and nonprofits participating, each was encouraged to create an interactive, engaging, and informative exhibit lasting three to four minutes for students to visit, providing an insight into the professions and careers offered by each organization.

HLR's exhibit showcased an augmented reality sandbox – a 3D, interactive, dynamic educational tool designed to aid students in grasping concepts related to mapping, topography, and watersheds. Manipulating the sand inside the box would instantly update a color-coded topography map onto the sand, while even simulating a rain event to illustrate the natural flow of water based on the sand's elevations.

The HLR team had a fantastic time engaging with students, parents, and U-46 staff. Hampton, Lenzini and Renwick, Inc. eagerly anticipates its ongoing support for the Explore event and the opportunity to kindle the ambitions of the next generation of engineers, scientists, and surveyors.

Congratulations to Lillian Frazee, daughter of Springfield Project Engineer Joe Frazee, on winning this year's HLR Scholarship!

Lillian is a freshman at the University of Illinois at Urbana-Champaign where she will be studying agricultural and environmental engineering. Throughout high school, Lillian has been active in band, the Scholarship Bowl, Key Club, and 4-H where she has been elected to the offices of Recreation Officer, Treasurer, Secretary, Vice President, and President. She was inducted into the National Honor Society in 2022 and this year was a National Merit Scholarship finalist.

Lillian gives back by volunteering at the Midwest Mission Distribution Center where she has spent over 150 hours preparing disaster relief, education, and heath supplies for distribution. She also hopes that her career in environmental engineering will provide opportunities for her to give back to communities. By focusing on sustainable agriculture to help fight climate change, she understands how this can help prevent food insecurity as taking care of the soil leads to more productive farming producing higher yields and a greater food supply.

Lillian says, "This scholarship will help me learn how our actions impact the environment and how we can develop solutions that serve societal needs while minimizing damage and preserving the environment for future generations. I know that there is a lot of work to be done to realize the goal of a sustainable relationship with our environment, and I am willing to work hard to achieve this goal." Mapping Our Future: Navigating the Shortage of Land Surveyors in Illinois

Land surveyors play a crucial role in a wide range of industries, especially in civil engineering. It is no secret that, despite the importance of their work, there is a shortage of land surveyors in Illinois and many parts of the United States. Why the shortage...and what can we do as industry professionals to reverse the trend?

Firstly, it is important to understand who land surveyors are and what they do. Land surveyors are trained professionals who are responsible for measuring and mapping the land, which is then used for a variety of purposes, including but not limited to construction, infrastructure, mining, and real estate. This critical profession demands extensive knowledge and experience in several areas including mathematics, engineering, geography, geodesy, cartography, and law.

Why is there a shortage of land surveyors?

One of the main reasons for the shortage of land surveyors is the lack of interest among young people in pursuing careers in this field. Surveying is not a well-known profession, and many students are not aware of the opportunities that exist in the field. Additionally, many students are not familiar with the math and science skills that are required for this profession, which can be a barrier to entry for some.

Another factor contributing to the shortage of land surveyors is the aging workforce. Many surveyors are approaching retirement age, and there are not enough younger professionals to replace them. This is a particular concern in the United States, where the average age of surveyors is over 55 years old. It's not all bad news for Illinois, however. According to the U.S. Bureau of Labor Statistics , in May of 2021, the Chicago-Naperville-Elgin, IL-IN-WI metropolitan area – a metropolitan statistical area that includes parts of Illinois, Indiana, and Wisconsin – estimated 810 surveyors, ranking number ten on the list of U.S. metropolitan areas with the highest employment level in surveyors. While that estimate does not include self-employed workers, there is still work to be done to promote the profession and encourage more people to enter it.

The shortage of land surveyors is having a significant impact on the industries that rely on their services. Construction projects, for example, require accurate measurements of land and property boundaries, and delays or inaccuracies in surveying can cause significant delays and cost overruns. Infrastructure projects, such as roads and bridges, also require precise surveying to ensure that they are built in the correct location and meet all necessary safety standards.

How can we address the shortage?

There are several steps that can be taken to address the shortage of land surveyors. One is to raise awareness among young people about the opportunities that exist in this field. This can be done through outreach programs, career fairs, and partnerships with schools and universities. They offer resources such as continuing education courses, networking opportunities, job listings, and the Surveyor and Mapping Technician Training Program in partnership with Parkland College in Champaign, IL, and participating employers.
Illinois Department of Financial and Professional Regulation : The Illinois Department of Financial and Professional Regulation oversees the licensing of land surveyors in the state. Their website has information on the requirements for licensure, as well as a list of approved education programs.
Parkland College : The Weekend Land Surveying Program allows students earn 24 credits in just 24 months by watching pre-recorded lectures online, completing online lessons, and receiving on-campus instruction one weekend per month. Parkland is the only community college in Illinois offering a land surveying program, which means Illinois residents are eligible for in-district tuition.
Southern Illinois University Edwardsville (SIUE) : Beginning in Fall 2023, students will be able to enroll in the Land Surveying and Geomatics major, which is the only four-year degree of its kind in the region. While most universities only offer majors that are closely related to land surveying, such as construction management or civil engineering, this program allows students to complete an additional 24 credit hours in land surveying courses, thus earning a survey degree upon graduation.
National Society of Professional Surveyors (NSPS) : The NSPS is a national organization that provides resources and support to land surveyors across the country. They offer educational programs, networking opportunities, and advocacy for the profession.
Online resources : There are many online resources available for learning about land surveying, including websites, forums, and blogs. Some popular sites include the American Society of Civil Engineers (ASCE) , the National Geodetic Survey (NGS) , and the Land Surveyors United forum.
Vincennes University Surveying Technology Summer Camp (Indiana) : A 3-day summer camp for high school juniors and seniors filled with hands-on learning with electronic instruments and survey technology. Village of Glencoe and HLR Receive Multiple Industry Awards for Tudor Court Improvements

Congratulations to the Village of Glencoe and its team of consultants recognized for exceptional work on the recent Tudor Court Street and Streetscape improvements by the American Council of Engineering Companies of Illinois and the American Public Works Association.

We are excited to announce that the Tudor Court Street and Streetscape improvements project was selected for a 2023 APWA Suburban Branch Project of the Year Award in the Transportation category – Less than $5 Million by the Chicago Metropolitan Chapter of the American Public Works Association . The APWA Public Works Project of the Year Award was established to promote excellence in the management, administration, and implementation of public works projects by recognizing the alliance between the managing agency, consultant, architect, engineer, and contractor who work together to complete public works projects. Projects submitted to the Transportation category must highlight the use of good construction management techniques, safety, community relations, environmental protection, unusual accomplishments under adverse conditions, and additional considerations.

Additionally, Tudor Court was selected for a 2023 ACEC-Illinois Engineering Excellence Merit Award by the American Council of Engineering Companies of Illinois and received a Judge’s Choice Award , which was announced at the 2023 Annual Engineering Excellence Awards Gala on Thursday, February 16, 2023, at Hyatt Regency O’Hare Chicago in Rosemont, IL. The Engineering Excellence Awards Competition recognizes projects of engineering achievement by Illinois consulting engineering firms. Entries are judged based on engineering excellence, the degree to which the client’s needs are met, and the benefits to the public welfare and private practice of engineering.

This year, ACEC-Illinois presented 31 awards: 9 Merit Awards, 11 Special Achievement Awards, and 11 Honor Awards. Seven of the projects received Judge’s Choice Awards. Congratulations to the Village of Glencoe, Teska Associates, Inc., and Alliance Contractors, Inc. Hampton, Lenzini and Renwick, Inc. (HLR) is honored to have been a part of this team!

Project Background

Located along the north boundary of Downtown Glencoe, Tudor Court is a one-way eastbound street, approximately 490 feet long. Tudor Court connects Vernon Avenue, a downtown street at the west, with Green Bay Road, a vehicular corridor at the east. All streets are locally controlled.

Tudor Court was historically an alleyway serving the backs of businesses along Park Avenue. As the Village grew, businesses, parks, and institutions developed frontages onto Tudor Court. Today, the north side of Tudor Court supports Writers Theatre, a local 350-seat live performance theater that draws thousands of visitors annually from the Chicagoland area. The Theater is flanked by Glencoe Park District’s Friends Park to the west and a passive park area (Park 15N) to the east. The south side of Tudor Court supports local businesses and a pedestrian walkway that connects Tudor Court with Park Avenue and downtown areas to the south.

Prior to reconstruction, Tudor Court’s roadway and sidewalk pavements were in poor condition. The Village and community recognized the opportunity to develop a solution that looked beyond utilitarian repairs towards a design that supported public placemaking and connectivity between Tudor Court and its surroundings. The Village adopted a plan in 2016 titled Downtown Tune-Up, which was the culmination of a three-year public visioning process that advanced the work of the Plan Commission and Village Board. The plan emphasized developing "a strong sense of place" and enhancement of "public infrastructure supporting downtown." A specific recommendation was to "consider special environment streetscape treatments to enhance the primary retail core area and the special nature of the ‘arts core’ emerging on Tudor Court."

Highlights of the Tudor Court street and streetscape design plans included:

Closure of Glencoe Drive, providing additional green space, seating space, and supplementary on-street parking.
Re-use of Village clay brick pavers and protection of existing trees.
Planter curbs, specialty benches, and site furnishings.
Specialty LED lighting features applied to bollard lights, underlit seating, and pavement lighting at a new mid-block crossing.
Access to power for community festivals and special events.

While the immediate need was to address a failing roadway, the Tudor Court project sought to expand Downtown Glencoe’s sense of place. The street and streetscape design addressed community connectivity, support for local businesses, expanded green spaces, and places for community members to sit, stroll, and gather. Through a robust public outreach program, the design team was encouraged to develop public improvements that responded to adjacent land uses, circulation patterns, and reinforcement of public places. The success of this project was dependent on several parties and years of preliminary planning, conceptual design, and coordination with project stakeholders.

HLR Helps U-46 Students Explore a Career in Civil Engineering

Hampton, Lenzini and Renwick, Inc. (HLR) participated in the School District U-46 Explore event at NOW Arena in Hoffman Estates October 5-6 with hopes of inspiring the next generation of engineers, scientists, and surveyors.

Explore is the District’s annual curriculum and career expo, in partnership with the Alignment Collaborative for Education , that provides 2,500+ 8th graders with a unique opportunity to explore different career and technical pathways. Alignment is a non-profit local organization that brings together community resources and initiatives to support District U-46 priorities.

The event opened with a Parent Showcase on Wednesday, October 5, followed by the student event on Thursday, October 6. Prior to the Explore event, students utilized Naviance, a digital college and career planning system, to learn which career clusters align with their current interests and aptitudes. Using information gathered from Naviance, students worked with school counselors to select the career groups they wanted to learn more about at the event.

HLR was featured in the Manufacturing, Engineering, Technology, and Trades pathway. The 60 participating local businesses, industries, governmental organizations, and nonprofits were encouraged to create a three-to-four-minute interactive, engaging, and informative exhibit for students to visit so they can learn more about the professions and careers offered at each organization.

HLR’s exhibit featured an augmented reality sandbox—a 3D, interactive, dynamic educational tool to help students understand mapping, topography, and watersheds. Moving the sand inside the box updates a real-time projected color-coded topography map onto the sand, and can even simulate a rain event displaying where water would naturally flow based on the sand elevations.

“It was a very good example,” said Alex K., a student at Kenyon Woods Middle School in South Elgin, after speaking with HLR employees. “I liked how they explained and went into depth about everything, and then they gave us details about what you’d need to do if you wanted a job in engineering.”

The HLR team had a great time interacting with all of the students, parents, and U-46 staff. Hampton, Lenzini and Renwick, Inc. looks forward to its continued support of the Explore event and opportunity to inspire the next generation of engineers, scientists, and surveyors!

NSPS Podcast Features HLR Survey Technicians

Hampton, Lenzini and Renwick, Inc.’s Larry Harvey, CST III, and Ryan Baker, CST I, join NSPS Executive Director, Tim Burch, on this week’s episode of the Surveyor Says! podcast.

After embarking on a new career in the civil engineering industry and receiving his Certified Survey Technician (CST) certification in 2008, Larry Harvey, CST III, is now the longest-tenured CST III in the United States.

CST is a comprehensive national certification program for survey technicians, sponsored by the National Society of Professional Surveyors (NSPS). Four levels of certification are offered in two primary tracks – field and office. Certification is by examination, which must be monitored by an approved Proctor.

Additionally, after two years in the Illinois Professional Land Surveyors Association (IPLSA) Surveyor and Mapping Technician Training Program, Ryan Baker, CST I, recently graduated and successfully earned his CST I certification.

The Surveyor and Mapping Technician Training Program is a two-year USDOL-recognized apprenticeship program in partnership with Parkland College in Champaign, IL which helps introduce the profession and train the next generation of survey technicians.

On July 13, Larry and Ryan joined Tim Burch, Executive Director of NSPS and host of the Surveyor Says! podcast to talk about the NSPS Certified Survey Technician Program, the value of the CST program as a training tool and position evaluator, as well as the importance of having a good mentor while coming up through the ranks. Larry shares a bit about his 22-year career at HLR and its efforts to promote and advocate for the surveying profession. HLR Hosts U-46 Students for Summer Internship Program

Hampton, Lenzini and Renwick, Inc. (HLR) hosts School District U-46 high school students for a one-week, paid civil engineering internship.

Earlier this month, HLR welcomed twelve high school students from School District U-46 for a one-week, paid internship to learn more about the various disciplines of civil engineering. Interns had the opportunity to spend time with different departments and staff at HLR, both in the field and in the office, to learn more about a variety of topics and what a future career in the industry may look like. Topics included: traffic engineering, materials testing, CAD/corridor modeling, Geographic Information Systems (GIS), water/wastewater engineering, design engineering, construction engineering, environmental engineering, structural engineering, and land surveying.

The internships were arranged by the Alignment Collaborative for Education in collaboration with School District U-46 leaders. The Alignment is a collective impact organization of business and community leaders working in partnership with U-46 to support District priorities. Alignment also supports the District’s plan to bring college and career pathways to all U-46 high schoolers with a special committee, or “A-Team,” focused on that work and the effort to produce a qualified future workforce eager to live and work within their communities.

Over 50 students are participating in paid internship programs this summer as a result of 18 Alignment business and community partners making these opportunities possible. The paid internships are sponsored by Kane County Region 110 CTE Programs, Elgin Township, and local host employers.

HLR Celebrates First Survey Apprentice to Graduate from the IPLSA Surveyor and Mapping Technician Training Program

Hampton, Lenzini and Renwick, Inc. (HLR) congratulates Survey Apprentice, Ryan Baker, on his graduation from the Illinois Professional Land Surveyors Association (IPLSA) Surveyor and Mapping Technician Training Program — a two-year USDOL-recognized apprenticeship program in partnership with Parkland College in Champaign, IL which helps introduce the profession and train the next generation of survey technicians.

Ryan is HLR’s first survey apprentice to participate in, and graduate from the program, recently earning his CST Level I certification from the National Society of Professional Surveyors .

The two-year apprenticeship program consists of in-person labs, online coursework, and on-the-job training as participants work full-time for a sponsoring employer to prepare for a career in surveying. Once accepted into the program, training is paid for by the apprentice’s sponsor employer. Apprentices have the option of continuing their education and may opt to convert their training to college credit toward a four-year degree in land surveying. To successfully complete the program, apprentices must pass the Certified Survey Technician Level I or Level II exams. Apprentices are then guaranteed a job with their employer upon completing the program.

"I was actually introduced to the apprentice program before it was officially rolled out. I was looking to find a career after college, so I reached out to Parkland College to inquire about their land surveying program, only expecting to hear about a typical community college curriculum that could potentially lead to a career. While Parkland does offer this, Kory Allred, Land Surveying Program Director, mentioned an apprentice program, still in the works at the time, that would offer a potential apprentice a job right out of the gate along with two years of classes to supplement on-the-job training. It was exactly what I was looking for, and I applied right away. I was then contacted by HLR expressing their interest in bringing on an apprentice and I moved to Elgin to start shortly thereafter. The program has been great. I would see things that I learned in class out in the field, and I learned more in-depth in class things I already encountered on the job. Two years later, I’m thankful for the program as a means of hitting the ground running in a new career. Illinois is just one of many states that has seen a decrease in the number of survey technicians entering the industry, but the Illinois Professional Land Surveyors Association , in partnership with Parkland College and participating employers, hope to bring positive change with the Surveyor and Mapping Technician Training Program.

HLR's Native Area Management Work Featured in APWA Magazine

Once a stormwater impoundment, Fox Valley Park District’s Waubonsie Lake Park is now a beautiful recreational gem for the community after a ten-year process.

In 2012, a study was completed to determine that silt deposits in Waubonsie Creek and Lake reached a high enough level to require the City of Aurora to intervene. Thanks to the combined efforts of the City and Park District, a winding paved trail, which connects to a vast regional trail system, encircles a beautiful lake often used by residents for activities such as fishing and motor-free boating. The Park also features a modern pavilion, nature-based playground, restroom facilities, and a traditional playground. The restoration of Waubonsie Lake created the park’s newest feature: a sled hill adorned with a custom native plant population to encourage pollinator species activity and enhance the overall ecosystem.

Hampton, Lenzini and Renwick, Inc. (HLR) has managed the native portion of Waubonsie Lake Park since 2013 and looks forward to an ongoing partnership with the Park District and community to continue native area maintenance.

Steve has over 30 years of experience serving as Project Manager for local and state transportation and structural projects throughout Illinois. He began his career in civil engineering as a hydraulic and structural design engineer progressing to his present role as Vice President. Steve’s clients know that through his practical approach to design and project management, they will receive a quality, cost-effective, and innovative project with Steve’s signature high level of service. Steve also serves as program manager for NBIS bridge safety inspections and evaluations for local agencies.

The Illinois Society of Professional Engineers (ISPE) recognizes exemplary service to the profession, peers, the organization, and community by members and friends of the organization through annual Awards. This year, ACEC-Illinois will present 33 awards: 14 Merit Awards, 9 Special Achievement Awards and 10 Honor Awards. 9 projects will receive Judge’s Choice Awards and one Honor Award winner will receive the highest award, the 2021 Lincoln’s Grand Conceptor which will be announced at the Awards Gala in February of 2022. Stearns School Road reopened ahead of schedule, following emergency repairs to a culvert causing roadway collapse over Mill Creek near Gurnee, IL.

In March of 2021, the Lake County Division of Transportation (LCDOT) closed a section of Stearns School Road, between Hutchins Road and Hunt Club Road, after discovering that a culvert was failing. The culvert, which enables water to flow under the road, and the roadway collapsed just days after the road was closed.

Stearns School Road is known to be a heavily-traveled road, prompting the Lake County Division of Transportation to expeditiously develop a repair plan and reopen the road. The Lake County Division of Transportation engaged Hampton, Lenzini and Renwick, Inc. (HLR) to provide:

Structural inspection of existing culverts
Wetland delineation and report
Land, route, and stream survey within the project area
Coordination and permitting with Lake County Stormwater Management Commission, U.S. Army Corps of Engineers (USACE), and Illinois Department of Natural Resources, Office of Water Resources (IDNR-OWR)
Mill Creek hydraulic model to determine appropriate emergency measure
Preliminary, Pre-Final, and Final Plans for the emergency improvement
Clean Construction and Demolition Debris (CCDD) for contractor disposal

The work involved in the emergency culvert and roadway repairs was expected to take a number of weeks to complete, but the road reopened on Monday, May 24, two weeks ahead of schedule. The second stage of the project, which includes the design and permitting for a new bridge, is currently in progress and expected to begin in 2022, succeeding the completion of the Illinois Tollway’s Stearns School Road Bridge over the Tri-State Tollway (I-94).
