Energy

HLR has been providing quality engineering services in the Midwest for many years. We have continually adapted and expanded our service offerings to best meet the growing needs of our clients, including those in the ever-evolving energy market.

With core competencies in engineering, surveying, and environmental services, HLR is prepared to support your energy projects. We take a flexible, client-centered approach to every new project. From the first phone call to the project close-out, we are there every step of the way—communicating, collaborating, and creating—to ensure your improvement exceeds your expectations.

Oil and Gas
Over the last few years, new drilling techniques and operations in the New Albany Shale play have become influential in the oil and gas industry, home to our Mt. Carmel office. We quickly responded to these new developments and joined forces with Lamac Engineering in 2015 to expand our expertise and work successfully with our clients in the oil and gas industry.

Our team has years of proven performance in feasibility studies, site design and construction, roadway, right-of-way services, permitting, stormwater management, and surveying. Combined, our professionals have many decades of experience and can offer the following services:

  • Staking wells and permit applications
  • Locating plugged wells
  • Land surveys
  • Topographic surveys
  • River and river boundary surveys
  • Right-of-way surveys
  • Communization Plats for Division Orders
  • GPS surveys
  • GIS mapping
  • Spill Prevention, Control, and                         Countermeasures Plans (SPCC)
  • Drilling operations plans
  • Highway and railroad crossing permit applications
  • Army Corps of Engineers permit applications
  • Drainage and stormwater issues
  • Site engineering
  • Pipeline mapping
  • Zoning applications
  • Road use agreements
  • Various environmental services (wetland mapping and mitigation, floodplain delineations, and endangered species studies)

Coal
In the current mining climate, profitability depends on efficiency. We have provided cost-effective, comprehensive civil, construction, 3D modeling, structural, layout, and surveying support services to our coal clients for many years. Our team also helps the mining industry navigate the current environmental and permitting regulatory environment, including Clean Water Act 404/401 permitting and slurry impoundment designs. This experience and knowledge allows us to provide the following coal industry-related services:

  • Section 404/401 Army Corps of Engineers permitting
  • Wetland mitigation
  • DNR land use, hydrology, and design permitting
  • Boundary and lease coordination
  • GIS mapping and data bases
  • Structural analysis and design
  • Railroad coordination
  • Haul Road evaluation and design
  • Refuse pile and slurry pond designs
  • Reclamation coordination
  • Wetland mitigation
  • Planimetric mapping
  • High resolution aerial photography
  • High wall mapping for cast blasting
  • End of month photos and volumes
  • Machine control models
  • Construction layout
  • Old oil well locations and mapping
  • Proctor and compaction testing with GPS mapping
  • Project progress reporting
  • Machine control grade files for refuse areas and slurry ponds

Wind
As the search for green energy alternatives grows, more communities are looking toward the sky. However, this brings the challenge of transporting 92-ton turbines and related equipment over substandard roadways and poorly-rated structures to hundreds of locations within a wind farm.

As modern wind farms begin to dot our landscape, local counties and municipalities must thoroughly evaluate and sometimes upgrade their infrastructure to handle the large overloads that accompany construction of a wind development.

Our team is ready to assist you with the analysis and rating of structures, bridges, and culverts that must bear these loads. This not only safeguards your infrastructure assets, but also allows for safe and efficient construction by avoiding delays and emergency repairs to damaged bridges. Additionally, our long-term relationships with many Illinois counties allow us to expedite the approval process for infrastructure upgrades as necessary. Previous successful projects include but are not limited to:

  • Cayuga and Minonk Wind Development, Livingston County
  • Minonk Wind Development, Livingston and Woodford Counties
  • Kelley Creek & Pilot Hill Wind Projects, Iroquois, Kankakee, and Ford Counties
  • Pleasant Ridge Wind Project, Livingston County
  • California Ridge Wind Project, Vermilion County
